7 teaspoons extra virgin olive oil, divided
1 ½ pounds boneless skinless chicken breast, cut into 1-inch pieces
¾ teaspoon kosher salt, divided
½ teaspoon freshly ground pepper, divided
1 medium onion, chopped
1 stalk celery, chopped
1/3 cup unbleached all-purpose flour
2 garlic cloves, minced
2 cups Chicken Stock (page 149) or low-sodium chicken broth
1 ½ cups 1% low-fat milk
8 ounces small red-skinned potatoes, well scrubbed and chopped
2 carrots, peeled and chopped
